Scores of nations, including Russia and China, are in favour of the move, according to the Wall Street Journal.
If successful, the new proposal would be a major departure from the current system, established in 1988. That year, representatives from 114 countries met to deregulate the burgeoning industry.
The incomplete list of proposals is far-reaching and, among other effects, could see private data and security being subjected to international control. Additionally, phone companies could possibly charge for international traffic.
The diplomatic process is set to begin on 27 February.
